Not get delivery till 2 months

I booked a cylinder before 1 month and firstly they booked my cylinder on phone..after 5 days... but as per rule i can get a cylinder after 20 days but they make their own rule and booked a gas on phone after minimum a month and... after booking they did not deleived a gas till now... please look in to this matter . i m from hisar and my consumer no is 7474 bharat gas agency near auto market hisar . please do something early other wise i will go in consumer court... thank..my no is 9812642131
