NON Delivery of Refill Cylinde

I have Booked a Refill cylinder from BHARAT Gas Agency (Consumer No.53527) on 24th Jan. Till date (18th Feb) I have not received any Cylinder. No Phone number is working of the concern Gas Agency (M/s. Mahalakshmi Enterprises, Indranagar.
