Grievances against Tatkal Booking

I had purchased two E tickets through your portal which was not confirmed even after chart preparation and a refund was made after a deduction of Rs20/- per passenger.

I would like to know why such charges are levied when Railways are unable to provide accommodation

AND

Why such huge waitlisted tickets are issued when RAILWAYS can provide accommodation to only a fraction(
