Not giving connection without gas stove

I want new gas connection. My application form no. is 1064, though connection has been given up to no.1600. My connection is not giving due to not taking gas stove. I have allready gas stove. I went gas agency many days but not gave gas conection due to not taking gas stove. Please told him to give gas conection without giving gas stove.
