Non received the phone call since last 25 days

I am trying to book Gas through, landline 0674-2530103/819 since last 20 days but no body receiving phone call, When It is a govt. under taking cooperative society, atleast some one must be staying between 10 AM to 5 PM? But God knows all were vanished during the office hour. And the most interesting thing is that they were selling the cylinder out side at a cost of Rs.700/- at a black market. So please help me to solve my problem.
