Speed of data card

I had brought a bsnl data card which boosts to provide speed upto 144 kbps but the actual speed is in bytes or some times 2 kbps... they are robbing us of our hard earned money... this is unacceptable... this card costs 3000 rupees which is a good amount of money... but what we get is nothing in return... this is frustrating... i think the company should be accused of criminal charges... thank you
