Broadband Service not activated

I bought a MTS Broadband Modem from a LEGAL MTS Store. The product was not activated for 2 months. They have been asking me to submit the photo id and other documents which I have provided more than 5 times. These documents includes :

a) Driving License (No. BR-1120100001544)

b) College Photo ID as residential proof (USN No. 1PI09EC027)

c) Colour Photo with signature

I have called him several times but he doesn't respond nicely and says the ID is not valid, altough it is issued by the college and is authorised by the college authorities.

I have paid Rs. 900 for the modem and Rs. 999 for activation of the modem.(Modem No.-9141251326).

The phone no. of the person who sold the device is -09886312855. We asked for his name but he didn't tell us. Neither did he tell us the registration no. of his shop. He has also denied of visit us and he doesn't even want to take the device back, altough it is not activtated.
