Late delivery of GAS refilling Cylinde

I am having residential LPG connection of Bharat GAS. I am having connection at M/S RAJ GAS SERVIVE, City :- Jamnagar, GUJARAT with Consumer No.:- 933.

Even though repeated clarification by Govt. & Companies our distributor is not registering refiliing of bottle before 22 days. I have registered my refilling on 02.01.2010 till today i.e. on 07.01.2010 (After 5 days.) I have not received my bottle.

Also date of completing 21 days should be calculated from date of registration and not from delivery. If I am delivered refilling after five days from my registration & from that if 22 days are calculated I am getting my right on refilling after 27 days. How it can be accepted?

Pl. do need ful for rules of refilling og GAS bottle.
