Non supply of Gas refills

I am a LPG Connection holder of Bharat Petroleum Gas Service having connection no. 125 at OM Gas Service Bulandshahr Uttar Pradesh. I booked for my refill 25 Jan booking No 198 which is not delivered till 14 Feb despite of repeated reminders.

Next refill they will book only after 40 days of delivery of refill.

Whether a consumer is entitled for only 6-7 refill a year?

Please intervene in this matter.
