Shoddy servicing and Excess Charges

I had called a HP serviceman to repair my cooking range but on servicing there was continuous smell of gas which was not there earlier. In fact, the serviceman said if there is a problem dont call him back.

He charged an exorbitant Rs 430 and when asked a receipt, refused to give one. On insisting he gave us a details form which said the maximum amount of Rs 50 to be charged. On bringing to his notice, he still took the money. Kindly act and advise what we need to do.
