Temporary meter closure & account settlement

I have installed permanent meter on 12-Apr-09 and temporary meter got disconnected on the same day. Till date despite of several compaints, I have been receving the bills against temporary connection on average basis and permanent meter is yet to be regularised. I have visited the office - G14/Kadipur and met with the SDO a dozen times, but no action till date. Since last Apr'09, I have written a dozen letters to the SDO and still the account of old meter is not settled.

Whenever I met with SDO, he will direct to either CA or cashier to handle and the gentlemen were either out of office or else busy in handling the issues in nexus with touts. After a lot of follow ups, fortunately I got a chance to meet with the cashier & the gentleman suggested to deposit the receipt proof of the security deposit of old meter and it took 2 days to search in their record and confirm that the file lies with Kanhaigaon office and advised me to bring a TO from SDO, Kanhaigaon.

After 3-4 visits to Kanhaigaon office, I managed to get the TO and when reached at Kadipur office with TO, the CA at Kadipur office advised to meet with the dealing clerk who will prepare the documents. It is very pathetic the way the lady clerk is behaving with customers and without hearing the case, she advises to come tomorrow every time. After 2/3 visits, she paid a kind attention to hear the case and then one innovative idea came to her mind and she advised to bring PDCO clearance from JE since your old meter is not disconnected yet and refused to accept the TO which is an internal memo from the Kanhaigaon office to Kadipur office. I have met with the SDO on this harrasment and even the gentleman is helpless, since the people under him are not listening to his authority. In my presence, SDO called the lady and she is not even bothered to see the SDO and instead told SDO that she is taking her lunch and can't listen to him. After a long hurdle of 3-4 hours waiting, I have again met with CA and he requested the lady clerk to support. But all efforts are in vain and I returned to home with no progress after a series of visits to the DHBVN office.

We fail to understand that, while we apply for permanent meter connection and request for dismantle of temporary connection, why the authority not settle the old account and make good the permanent account from day 0 itself? why consumer has to run from pillar to post for getting this correction made? We don't see any hope from the SDO office at Kadipur in settling the temp connection and regularising the bills against permanent connection and the last option left is to stop payment of the further bills and raise the voice in consumer redressal forum.
