Non Delivery of refills

I am fed up of my area Gas Service Provider. He never deliver the refills on time and say they can't book before 21 days and the delivery will take almost 10-12 days every time they say this again and again. This is not all their service become so poor that they take almost a month in winters and they say that the gas is not coming from the plant . we can't do anything. Please help.
