Ooking of refills

Sir,

i would like to know if the booking of a refill of domestic gas cylinders for dbc holders is after 21 days of delivery. The gas agency here i.e.M/S Robertsganj Gas Agency takes about a week to 10 days to deliver a refill and that too a customer has to go to there godown which is 3-4 kms away it is very difficult to get the delivery as one has to take leave from work. They also do not offer 'cash & carry' rates to consumers. Please look into the matter and please let us know the rule position for booking.
