My dealer near Gariahat junction in Ballygunge (Industrial Distributors, 155 Rashe Behari Avenue, Kolkata 700029) for the last 40 years has a delivery-boy named Kamal for our area, who not only delivers underweight cylinders to my mother of 72 years of age, but also has replaced a full cylinder with another half-filled one, saying that the replaced cylinder was empty (when it was a new cylinder delivered by him few weeks ago, and left unused at our end). The dealer also selss domestic cylinders to local tea-shops and store-owners through Kamal, and makes their cut. Kindly invertigate.
