No connection after 4 months of application with deposit

I had applied for new mahangar gas connection in the month of MAY after 3 months of follow up they ask me to pay the initial deposit and application charges (Rs 6000), the amount was paid in august.

I am still following up for the connection, all you recieve is just assurance that it will happen.
