Late or none delivery of gas cylinder to home

I booked gas for home delivery on 26th September but till today 9th October we haven't get the delivery at my home. Whenever we visit there representative, he says tomorrow must be delivered. And when you call on phone no-body response. While other's who booked on 28th September get their delivery by paying some extra amount.
