Delay in agreement

Hi

I had booked a three bedroom flat in February in Amrapali Silicon Valley at Sector 76, Noida through investor clinic.By March I had paid 10 percent of the basic price, ie about Rs 3.10 lakh. I was promised by Akash Arora of Investor Clinic and an executive Sonu Sachdeva at Amrapali office that the agreement letter would be delivered in next 15 days. Every week, I am told by both that the letter is on the way but without any result.

Can anybody please infom me at my cell no (9810286200) what is the problem and explain who will be held responsible for an additional cost of around Rs 1 lakh that I may have incur on rise in interest rates on the bank loan and the home rent that I would have to pay due to delay in process.
