Late billing of booked Cylinder

I have booked for refill of cylinder on 8th June and they have billed it on 25th june because the rate hike in cylinder was announced. Inspite of calling to their office they billed it before 25th june only. but due to hike in cylinder refill rate. they have cancelled that old bill and prepared new one immediately after hike. This is not the problem of mine but every ones.

I just wanted to complaint to BPCL about this.
