Mendetory purchase of stationary

It is made compulsory in the college to purchase college stationary total of 1000/-.I am studying in the last year in the engineering course and we do not at all need it. Only the files that are required for submission are needed but they are forcing to purchase worth 1000/-.

Can they force us to do so?

almost 1500 students are studying in the engineering course and so gross amount becomes 1500*1000=1500000/-
