Not giving permission NOC certificate to go for Distance Learning MCA final yr

I am writing for this complaint for my brother Mangesh. He is Studying in the Final yr MCA in last year but he got job in the Summer 2009 while in the second year. Now in 3rd year 5th semister attandence was less 16%. So college didnt giv Him permission to sit exam. They told take admission to distance learing for Fianl Yr. Now This yr 2010 we ask college to give us NOC certificate for takin admission to Distance learning now they r not giving they says go to University and University says we didnot giv such certificates take it from college. I dont know what to do now. If this also my brother Manges did't got permission this year also waste for Him Pls help wht to do?
