Returning of Original certiifcates

Hi,

I had given an interview recently in a engineering college and was selected. The offer letter was handed to me the same day with my signature. It is mentioned in the offer letter that, if I leave the college within a year, I have to pay 2 months salary to the college. The next week i came and i told the college i am not intrested to join the college due to personal issues at home. the college yet had 1 month to commence. The college was not willing to accept my plea. I asked for my original certificates and they refused to hand it over to me. Now the college is asking me to pay 2 months salary to get my orgininal certificates. Please let me know whom do i have to approach.
