Terrible experience

I have passed my Master degree i.e MSc (IT) - Distance Learning from Kuvempu University in 2006. And the Convocation held in Dec. I sent a draft and my transcripts photo Copies (attested) to send me the Original Degree certificate. But they didn't sent me its been 3 months. I have been following with them on daily basis. One of the authority official who picked the phone asked me to pay a sum of Rs.15000/- (Fifteen Thousand) as ransom (red-tape) to get my degree sooner. I need to submit my degree to my Company as I can only be promoted to next level by looking at my original degree. But there has been no response, I don't know how to and whom to contact for escalation and complaining against them to play with my career.
