Seek clarification regarding the MBA (Industry integrated program) 2012 started by Gauhati university

As u know that Gauhati university has recently started its MBA (IIP) with the help of 44 academic partners outside the state. I have opted for MBA from International college of financial planning, DELHI which is one of its academic partners for the academic year 2012.At the start of the session we were told by our college that we will be getting regular MBA degree from Gauhati university which is UGC recognized, but the classes will be held in Delhi only and the course material will be provided by GU. Also the examination will be held by GU in Delhi only. But recently when we got admission into the college we got a notice from UGC that no state university can award its degrees outside the state jurisdiction. Sir I have waited for one and a half years to get myself enrolled into a MBA college and I can’t afford to waste another year to get myself enrolled in another college. The career of thousands of students is at stake with no fault of theirs. I have personally interacted with the UGC authorities and I am being told that they have asked GU to submit its reply to UGC within 15 days. Sir I have to submit my remaining fees by 10th august so I am writing to you to look into the matter immediately as we have got no word from GU authorities regarding the validity of the degree we will be getting after the completion of the course in 2012.UGC authorities are saying that the students should have contacted them before taking admission, but sir it’s already written in the UGC website the GU is a UGC recognized state university. I have also shown them the tie- up letter between GU and ICOFP with stamp and signature of GU registrar but it has been told to us that according to law no state university can give it’s degrees outside the state jurisdiction, so how can GU award its degrees to students outside the state. Sir I want to concentrate on my studies and wanted to get into a government sector job for which I need a UGC recognized degree. If in the middle of the course we came to know that judgement is not in favour of GU then our career will be jeopardized. For the time being UGC has removed the notice regarding MBA (IIP) from its website but they are saying that if GU is not able to come up with a suitable reply then the notice will be displayed again and enquiry will go on. All our efforts to contact GU are going in vain. We don’t know whether to proceed with this course or not but we don’t have any options left. And now admissions for other colleges are closed and also we can’t afford the fees of those colleges. To get admission into a new college we have to waste another year as we have to give our MAT exam again and then apply to colleges. Sir all we want you to get our MBA degrees from GU recognized which will be provided to us after the completion of the course for this session taking into consideration the future of the students. In Assam Tribune newspaper there is an article which was published some days back whose copy is attached herewith, GU have mentioned that UGC have given it the permission to start MBA (IIP) but when I showed this article to UGC they showed me a letter which was signed between UGC and GU, in which its written that all state universities are allowed to start new courses with the approval of its statutory bodies subject to the condition that UGC will not bear any liability in respect of starting of new course during XI plan period. Here in this letter there was no word mentioning that any state university can award its degrees outside states which was mentioned by GU in Assam tribune. Sir i have no problems with my college as the faculty and infrastructure is exactly what is needed in a good MBA college. My only concern is that we should be given UGC recognized MBA degree from GU after completion of the course. We have tried our best to present our side of the story to UGC but it is of no use as we don’t know what talks are going between UGC and GU, and what will be the end result. If an early outcome to this problem doen't come then what will we do. I hope I am able to clear my concerns to you and I expect you to clear all our doubts as soon as possible..Looking forward to hear from your side at the earliest convenient opportunity.
