Not Refunding money

I Have passed my b.tech degree from IITT College Of Engineering in year 2010. According to policy of refunding securities deposit college should refund tution as well as hostel security of Rs 6000/-. I have given many application and even i have sent emails to college head offices but they are not taking any action about this issue. My Department is CSE and Roll Num 6180302516, Name Prabhat Kumar Rai.
