Caution money not refund and speak lie about to refund after the lots of phone calls and application

According to gujarat technological university i got admission in mba in 4 reshuffling in baroda but the college in which i had paid 27000 rs as fees (fees - 12000 deposit- 15000) in k.p patel school of magt and computer stdies. that institute still not given my fees back up to the several phone calls, mail, written application and also face to face communication. at the time of cancellation of admission they have told me to refund that money but now they not given any answer.
