Non Refunding of tution fees

I am a alumini of 2008 MITS Gwl. During my college tenure, there was a scheme fro students in which all students whose parents have green card can apply for refund of tution fees. I have also applied for the same in 2005 . Since then the collge authorities are just postponing the refund saying that they are not getting it from Government ; it has not been refunded etc.

I have listened to all this for 3 yrs in college and for last 2 yrs after leaving college also.
