Not getting freeship for obc category

I chaitanya madhukar bankar, i did 3 year course BBA from sangli, as i am eligible to receive free ship of OBC category, but still i not get the free ship from social welfare department of maharashtra state, i asked them lots of time but they told me that there is no money to give free ship, then what can i do to get free ship amount.please guide me.
