Non receipt of medical reimbursement

I Mrs. Irene David pensioner (PPO NO T92998) has not received the medical reimbursement cheque that was issued but returned because of address change. The change of address was duly communicated by district treasury office in trichy- The disbursing officer of my pension. Inspite of repeated reminders and phone calls no action seems to be taken. Please help.
