Dealer not providing the bill

Sir,

I had purchased one Bajaj majesty room heater RX 9 from one dealer named Aggarwal Electricals, Jagat farm, Greater Noida. Though he gave me the warranty card duly stamped, but he did not give me the proper bill, instead he gave me an estimate bill. On request, he said that if he will give the bill he would charge 13.5% extra which i think is inclusive. Anyways can you help me how to have my proper bill.
