Not received replacement handset from company

I had bought blackberry 9100 in mid January. had some issues in it. submitted to redington and they gave me DOA certificate.

I submitted my defected handset with DOA certificate to the retailer on 7th feb. But haven't received the replacement handset till now. Its been over a week now. Every time i visit the shop owner says that it will come 2day or 2morow. He has stop responding 2 my phone calls. He is not even available at the store Please help me out
