Gas connection not recieved

I m newly shifted in agra, then i have buy agas connection, for the i went to dubey gas agency agra, as per agency person mr kamal & didi i paid rs.3860 to kamal they provide me the gas chula & cilender & told me one adress proff& rent agreement .i provide all the doc to mr kamal next day, he told me ur connection papers would be ready in 2 days, that was the days of 6 september, now it is almost t monts i have gone to agency almost 100 times, but every time he is giving me a new excuse.09910407253
