Faulty bill, meter quality bad

MSEB charging heavily for worst quality of meter, also during replacing new electric meter give bill double the amount of our average use from last 6 month. Very bad and arrogant service and asking for complaint form told he can show more bill as we have more appliances .having more appliance dosent mean we never save electricity .so we told to give bill based on last 6 month.
