Extra charge on bags and goods

I purchased a few pastries and pattices from monginis (vikhroli east) and during checkout the guy asked us to pay Rs 3/- extra for the monginis bag. He said that monginis has asked him to charge Rs 3/- extra on every bag they give out. On contrary he charges Rs 2/- extra on any goods purchased

I went to monginis vikhroli (west) and they did not charge anything like that. Their prices were Rs 2/- lesser compared to the one in (vikhroli east)

Someone should do something about it.
