Excess bill without reading numbe

We've got current bill for Rs. 13584/- and there is no reading number vide bill no- 00664 at 1329, sector-31-32, Gurgaon. On the otherhand, that house is not in use and the meter reader has not write the actual reading and make the bill as he wants own. This is the harassment because we have to go connection office for settlement and make followup.
