Action against fraud emails

Hello Sir,

I found that more are people receiving email stating their e-mail IDs has won them huge cash prize by winning BBC Lottery (http://www.bbc.co.uk/lottery/)

The email with attachment from BBC Lottery provides all contact information for confirmation (given below).

If the Indian Consumer Complaints Forum finds this as a fraud, why is necessary action not taken against these kind of misleading emails/company/product. If any action taken, kindly let the people know.
