Cheating the Customer with false commitments

I have applied for new connection at sanathnagar area on 28th feb and they had given me commitment that the connection will b given in 48 hours. and till now (8th march) no person has come to put the connection. After calling customer care people they now says that there is some problem and will be rectified by 13th march. Its already 10 days I have paid the amount to them. and sitting hopeless...
