Slow Speed

I have purchase Broadband net connect for High Speed Internet as R Com claims max speed up to 3.1 mbps. I am using this service for about 8 month but unfortunetly I am paint about 1200/- pm but receving speed of .10 to .25 mbps seed. Can R com tell what is the minimum speed of broadband serces supposed to provide.
