Not Getting Connection

I have applied for the Broad Band Connection from BSNL and deposited 500 rupees and he told me that you will get connection in 10 days after getting the Work Order no. I got Work Order no and that is 65044561. He provided the tech no to call and tell him to set connection. I called so much time to tech no to establish my connection but he didnt did and now he is telling me not to call further to this no and the no is 08020111452. The person to whom i paid money for the connection is not receiving my call and most of the time it is switched off. I am not getting what to do next so can you please help me to overcome from this situation.
