Not getting speed as per plan

I am currently subscribed to BSNL Broadband internet service. I have changed my internet plan to "BBHome Combo ULF900" as of 22/SEP. As per the plan I am supposed to get 4Mbps speeds for first 8GB download. Till date my speed has not crossed 600 kbps. Inspite of several complaints, the problem is not rectified. The complaint is forwarded to the telephone department and they close to complaint as the phone is working fine. When I call the customer service (18004241600) they just register the complaint and it is forwarded to the telephone department. I am not sure how to get my problem solved.
