BSNL Broadband too slow

Hello,

I brought a new BSNL broadband connection 15 days ago with the plan "BB Home Combo ULF 1400" which assures speed upto 4mbps. But i won't get speed upto 1mbps. I have tried calling callcenter and i will not get a proper response or no answer or long waiting, called exchange spoke to technical engineers many times and one will repsond back, nothing worked out and i am tired.

Please let me know what needs to be done and i am not sure what to do.
