Broad band connection problem

Since the time (Almost Three months) bsnl connection has been installed at my residence at H no 129, st no 1, new deep nagar, ludhiana punjab this has become a headache for me. I have made so many complaints on this, action happened but not the solution. Though complaints were attended well but there has not been any solution. Coming to the problem, the link of the broad band gets disconnected after every say abt 20- 25 minutes wherein the DSL light remains stable but the connection goes off as all sites stopped working & when the modem is restarted all the 4 lights of the modem gets on..This thing keep on repeating till the time connection is reinstated & this again works on for another 20 -25 mins. Just to update you three times modems have been replaced & fresh wiring has been done (Once only)..but it is of no use... don't understand where the problem lies..Either line is faulty .modem quality is bad..wiring issue or something else which even the BSNL guys don't understand.

Now i want that if you can't fix the connection then what is the use of taking the services from the BSNL... Now i want not only the refund of the of the cost of the modem & disconnection of the broadband but also disconnection of our BSNL Landline phone whose services we are using for the past 20 years.

Hope my grievence will be looked into & timely action will be taken so as to save not only my time but also money.
