Low speed of internet connection

I ve been using bsnl broadband for the past one and half years. Actually my broadband plan is 500 combo pack where its top downloading speed is 250-300 KBs. but for the past one year its speed is only in the range of just 6-10 kbs. i ve complained many times through phones n soometimes directly to the office. but they are not taking any proper actions. so kindly note this and give a better solution...
