Delay in providing broadband services

Hi, I applied for a BSNL broadband on 22/03 and made a payment of Rs 1800 and was assured that a fixed line and a router will be provided - phone and internet will be operational within 4 days. But till date they have just fixed a phone set that too is not opertional yet. For internet I was asked to provide an extra amount of Rs 750 for which I made the payment on 05/04. Inspite of repeated reminders both phone and internet services have not been started yet.
