Not getting provided speed

Sir,

I'm using BSNL Broadband since March 21st and my plan was BB UL Combo 625 which says I'll get 256 kbps speed. Earlier it was good so I thought to move ahead and choose a new plan i.e., BB UL Combo 750 which says I'll get 512 kbps speed. But since I've taken this plan, my internet speed is worse than any other one and it doesn't even give data transfer of 20 kbps while I was supposed to get more than 60 kbps.
