Transfer of Broadband Connection

I'm bsnl customer for 3 years, no other broadband service provider has the coverage in our area except Bsnl. that is the only reason for using their service for such a long time but after we shifted our home i have filed a shift for land line and Broadband connection with BSNL Kalmandabam. but even after 25 days they have not shifted the broadband and land line connection and they are sending the monthly bill to my old home address. now i got my broadband connection from airtel with in 2 days... now i'm trying to disconnect their services but they are asking for the initial bill which they gave 3 years before this is a stupid policy and their services are very bad... i have tried to contacted all the higher officials but they were not available during office hours. all the assistance sitting out site says the same dialog that he/she has just left and be back in an hour or 2... i just got fed up with this bsnl employees who are irresponsible...
