Not switching on

I have brought a wespro pc tablet 786 from naaptol online purchase but i was not in my home when we get the product i was not in the home and my parents doent know how to operate it when i came back i found that the tablet was not switching on so i need to return the product i want my money back i brought that tablet by cash on delivery so please help me
