Non working and Modus operandi of company

I have purchased a braodband net connection of REliance company's Net Connect. Before my purchase the company's executives called me on my mobile through out the day, the day i paid them and purchased the same it is not working. Whenever contact them they did not tell me anything for two days after my repeated calls and now they said the verification report is negative. I have given them a copy of my driving licence and PAN card which should be sufficient for identity. During verification my mother was at home as i am working and my mother said the fellow he can come for physical verification as well then the person went after verification.

The company's executive says you have to deposit Rs.1000/- as security deposit. Will the verificatin became positive after depositing the same. This is the modus operandi of the company as my sister purchased the same product two month back and same has been done with her. Now please tell me the alternate as i don't want to deposit the seucrity amount, whether i shall go to the consumer court?
