Failed Transaction Problem

If some one from IRCTC is reading, then please note i got one wonderful experience of how IRCTC is a government system, today i.e. on 20-Mar i tried two times to book online ticked from Manwath Road (MVO) to Mumbai CSTM (CSTM), sorry but no success both of them went into failed transaction &this was my first experience of failed transaction, to my shock i saw my CITI Account it got debited for two transaction, For the same tried to call IRCTC but no one was answering on (24*7) helpline number,

So this was very drastic and unfaith experience from IRCTC as well as from citibank,

I put complain against the CITI let see what will happen, but this time i wont let them go
