Transfer of fund payment og service charges and court affadavit fee

I got a mail from Mr. John Moore ([email protected]) who is a senior officer in UN office stating thast I have won lottery of Microsoft of 850, 000 pounds and to transfer this amount to my account I have to pay a sum of Rs.28, 000/-. He also mailed a letter of RBI dated 14/01 in this regard.

Hence I request you to kindly let me know that the above information is correct or not.
