Paid this company $2900 to make a php program for me, they stole my money and send me nothing

I hired this company also operating under the name script2please.com to create a php application for me. The said the project would take 60 days and cost $4350 to build. The $4350 would be paid in 3 $1450 installments. I paid the first 2 on time, but the project was not done after 60 days for the final payment.

I hired them back in April. It is now a year later and they are still not done with the application, they do not answer my emails, they basically stole $2900 from me. I do not have the application which has cost me far more than $2900 by it not being completed and they have my $2900 and I have nothing.
